Summary

福島県会津地方の田子倉ダム湖畔で、大手ゼネコン鹿田建設の副社長・薗田幸四郎が他殺死体となって発見された。大和新聞会津若松支局に出向中の宮沢賢一郎は、薗田が疲幣する地方ゼネコンの実態を見かね業界の構造改革に着手、守旧派と対立していたことを知る。薗田の事件が解決せぬまま、さらに鹿田建設の経営企画部長・保科護が姿を消した。保科の先祖はかつて会津を治めた名奉行だという。
