I built this tool because it didn't exist... and I needed it.

In 20+ years of public sector project management work, I noticed an operational gap in tools available: the Logic Model is great for grant reporting but it's not an operational tool. The Performance Management Pyramid is great for strategicalignment but it doesn't help you run Tuesday. So I combined them.

The result is a free 14-tab Google Sheets framework pre-built for three org types — Cities, Community Colleges, and K-12 Districts — that connects your Vision and Mission all the way down to department-level KPIs, input tracking, and an auto-calculating efficiency dashboard. RAG status coloring, Owneraccountability, Frequency tracking, and a live progress dashboard included.

This framework was born from real work: I created this approach years ago, and I was able to apply it during a limited-term project management contract at the City of Eugene's Finance Department. The Unfunded Needs Assessment was realigned and coordinated with strategic cross-departmental and executive goals and was published in the City's FY2021 Budget Document. This is the evolved, open-source version that I developed before that project and applied successfully during that engagement.
