It’s that schools often try to measure these outcomes before clearly defining what they actually mean. She explains:
- "Morale" means something different to a first-year teacher, a veteran educator, and a building principal.
- "Trust" looks different in a high-performing school and one in crisis.
- Until a district builds a shared definition — one developed with input from the people the data are supposed to represent — any survey it runs is measuring something. Just not necessarily the thing it thinks it’s measuring.
