In Harmony Bay verbreiten sich langsam Gerüchte. Trotz der Versuche des Bürgermeisters, die Todesfälle zu vertuschen, bauen einige Bewohner ihre Betten ab - aus Angst, es könnte etwas Böses unter ihnen lauern. Obwohl Cody endlich herausfindet, wo sich der Russe versteckt hält, kommt er der Lösung der seltsamen Morde keinen Schritt näher. Kann der Mitschnitt auf den VHS-Kassetten die Ermittler weiterbringen? Was verbirgt der Bürgermeister? Und warum ist Cody überhaupt als Sheriff eingestellt worden? Nichts scheint mehr Sinn zu machen.

Nach einem weiteren Mord gibt es endlich eine erste Augenzeugin. Doch leider klingt ihre Aussage nicht sehr glaubwürdig. Stattdessen wird der flüchtige Freak aufgegriffen und festgenommen. Deputy Landers ist fest davon überzeugt, dass er auch Sheriff Gibson auf dem Gewissen hat - auch wenn der Freak das vehement bestreitet. Sheriff Cody und Mr. Fisher haben allerdings einen ganz anderen Verdacht. Derweil entdeckt die Empfangsdame Rose etwas Eigenartiges auf den VHS-Kassetten.

Während der Freak weiter auf der Flucht ist, taucht erneut eine Leiche mit seltsamen Einstichwunden am Rücken auf. Der Bürgermeister macht Druck: Er will nicht, dass die Leute im Ort von dem mutmaßlichen Serienkiller erfahren - der Schein muss um jeden Preis gewahrt werden. Cody lässt sich davon nicht beirren und befragt die Wahrsagerin Marzani. Diese scheint zu wissen, wer hinter all den Morden steckt, doch ihr Verdacht klingt schlichtweg lächerlich.

Bürgermeister White gefällt es gar nicht, dass Deputy Landers im Fall des verschwundenen Sheriffs Gibson nicht locker lässt. Er drängt seinen Schwager Mr. Forster dazu, den Deputy zur Not wieder "in die Spur" zu bringen. Unterdessen rückt der Freak des Ortes erneut ins Zentrum der Ermittlungen. Als auf seinem Grundstück eine als gestohlen gemeldete Corvette gefunden wird, durchsuchen Landers und Taylor auch sein Haus... und machen eine schreckliche Entdeckung. Er rät Sheriff Cody, den Fall nicht an die große Glocke zu hängen, um den Ruf des touristenreichen Küstenstädtchens nicht unnötig in Gefahr bringen. Doch wovor hat der Bürgermeister wirklich Angst? Und welche Rolle spielt der Handelsreisende Mr. Loman? Nur die Wahrsagerin scheint mal wieder mehr zu wissen - und versucht, Cody vor etwas zu warnen.
