Nach der Ware-Krise versuchen Admiral Jonathan Archer und Sektion-31-Agent Trip Tucker beide, ihre Institutionen zu ändern, um weitere solche Tragödien zu verhindern. Archer drängt auf eine Nichteinmischungsdirektive der Sternenflotte, wird aber mit unerwartetem Widerstand von Verbündeten innerhalb der Flotte konfrontiert - sowie ungebetener Unterstützung von Widersachern, die die Föderation in vollständige Isolation treiben wollen.

Admiral Jonathan Archer hat sich kaum an seine Aufgabe als Stabschef der Sternenflotte gewöhnt, als er schon vor einer neuen Krise steht. Die Einsatzgruppe unter dem Kommando von Captain Malcolm Reed kämpft gegen die tödliche Ware-Technologie. Vor Jahren haben Jonathan Archer und T'Pol dabei geholfen, die wahren Lehren des großen vulkanischen Philosophen Surak zu bergen und waren damit Geburtshelfer einer neuen Ära der friedlichen Reformation auf Vulkan geworden. Aber nachdem man ihre Entdeckung als angeblichen Schwindel enttarnt, droht der damit einhergehende Skandal ein Jahrzehnt Fortschritt zunichte zu machen.

Admiral Jonathan Archer hofft, die verschiedenen Bewohner des wohlhabenden Rigel-Systems zum Beitritt in die Föderation bewegen zu können. Das soll der jungen Nation als Starthilfe zum Wachstum dienen und einem wichtigen Sektor Stabilität bringen. Zusammen mit den besten Diplomaten der Föderation reist Archer zum Planetoiden Babel, um über Rigels Aufnahme zu verhandeln... aber ein bevorstehendes Rennen um die Präsidentschaft heizt die ideologischen Spannungen innerhalb der jungen Nation an.

Als sich eine neue Bedrohung in Form einer Macht offenbart, die so fremdartig und feindselig ist, dass Verhandlungen unmöglich scheinen, bittet eine Gruppe von Planeten, die nicht der Föderation angehören, die Sternenflotte, sie zu verteidigen. Und die Anführer der Föderation nutzen die Gelegenheit, einen Ruf als interstellare Macht aufzubauen.
