Neil Kettle is a detective chief inspector with Devon and Cornwall Police Force, in charge of the major crime investigation team. A widower, he comes through depression by using his work as support. Journeying to assist his widowed sister in Georgia, Art stops off in Gatlinburg, Tennessee, a town of mixed loyalties in the recent conflict.

Kidnapping, arson, and blackmail are bad enough, but then the head of a convicted paedophile is found wedged onto a road signpost at a location where ancient public executions took place.
